Global Warming and Climate Change} How to set up the camps?

When I first started talking about using refugees that would be interested in being relocated to the desert and semi-arid areas of the planet to start from scratch whole new community the sole purpose would be to reroute the rivers of the planet into these areas so that replanting and development could begin in very large numbers. I was thinking that perhaps 5 million people would be available, and if the incentives could be right, then a large percentage of them would find this attractive. But when I started looking up the numbers of how many people are considered to be refugees, these numbers are staggering, more than 50 million people! Some counts can go as high as 71 million, around the planet. All of these people need to be housed, fed, and have access to water, doctors, and teachers, without themselves bringing much to the table. If there was some way of bypassing the politicians and bringing groups in that have been taught what needs to be done. First start to divert small amounts of water at a time from the rivers of the planet. into areas of need, where a new community has been started at. Start the process of first making sure the waters are usable for fish farming, and drinking water with treatment. With good management, each community should become self-sufficient in a short period of time. Once this happens each "town" should be able to teach and integrate the next progression of work and people, so that the next extension of both water and "town" would continue. Computers would be of vital importance not just for the management, of the project. But for translation of language barriers that will have never been seen on this planet! To be able to communicate, and make everyone in the community feel that with only a handheld device everyone would start as equals. No, you can not expect people to learn another language after they are an adult! (some may, but not many can) Computers are a great equalizer! Yes for the first few years the food available would consist of fresh and canned vegetables, and fish that should be able to be produced, on-site fairly quickly. Later after the lands have been fertilized and made able to grow crops, then wheat and another crop that can be used by man can be grown. But the best ground cover for these areas will always be something like alfalfa. Then the planting of fruit and nut trees right in the cover crop. Because of the availability of water, via the great rivers of the planet. With it, silt-laden burden that would bring in much-needed nutrients for the areas that would need the help that this water would provide.     Life can never be "just about work", while this may have been simply a necessary survival mode in times past, it is no longer seen as what life and living are all about in this time and age! All of the "modern conveniences that so many of us are now used to that neither our parents nor grandparents would have expected, are now so deeply ingrained into modern living, that attempting to interest people into living in arid and semi-arid areas of the planet no matter how attractive we can make it in another generation of hard work, would scare-off many. Art, food, housing, transportation, and activities, all must be more than the bare minimum to be able to attract people. We see brain and youth drain from small towns the planet over. Normally due to the lack of jobs, friends, and opportunities that young people need and more importantly desire.
