Global Warming and climate change} Let's talk about, "Climate Change United Planet"

If a planet wide "Organization" would be brought into being, I would think that "Climate Change United Planet" a good name (please do not use CCUP as it's title. Use the whole name, this will be the most important organization for the whole planet! Give it some respect, it will be saving every species on the planet that uses carbon as it's building blocks for life. Now we know that people that seek out power, Have a terrible track record for honest dealing, And yet these are the people who will become, important individuals in this world. So how do we pick who becomes the delegate's for Climate Change United Planet, if the very people looking for this position are the most suspect! There seems to be no way to guarantee that. So I would suggest that a single term of 2,3,4 years with voting privileges and another 2 years, in only an advisory position. There will be no party designation, or affiliation. Since government's around the planet would not have any voting rights's, but could send a solo observer, or advisor type person. Climate Change United Planet, would have no say on anything other then the three area's that it is concerned with. Stopping water from entering the sea's and ocean's of the planet and redirecting them for replanting the desert's ( some use could also be for drinking water in places that need it, but other uses, not associated, with replanting and fish production or the like, would be only on a case by case scenario.) And the ice staging on the planet! They will have no authority, outside of these. The only other exception will be that their people (anyone who works for or on any of their project's around the planet) will have limited diplomatic immunity, Meaning that they can be arrested, by the country that they are in at the time, but they have to be treated with certain rules of engagement's, and will only be allowed to be tried by that country, after they are found guilty by the court at the Climate Change United Planet. This would mean that only if, representatives are allowed in to the country and given full access to all area's of the investigation, if any misconduct is found that the government or any of it's associates made, then all evidence would be considered suspect and thrown out. Most if not all government's of the world have a very poor track record when it comes's to human rights, and using anything that is at their disposal to get what they believe is in there best interests. First, how do scientist's come up with around 50,000 gigatonnes of available carbon left on the planet? Some of the amounts can be directly measured, how much there is in the atmosphere is one of the most researched numbers on the planet! That figure of 415 parts per million equals around 800 gigatonnes of carbon, in the form of carbon dioxide. 560 gigatonnes in plant and animal life are based on both satellite images for how much plant life is on the planet during the year and measurements that were taken by hundreds of people every year all around the planet. How much soil carbon, is taken by averaging soil carbon from all over the globe this amount is said to be 1,500 gigatonnes.
