Do we just drop off a million people in the middle of a desert and tell them to build a farm?

Of course not, everything starts with collecting water, without water there can not be life! We start let's say 5 miles from the water source that we have permission to use, there are two sets of people, that have spent time learning how too do what needs to be done, The water movers will have on-site all of the equipment, and supplies necessary to bring water to the second set of people and 5 miles pass that new camp. Because of safety, there will be guards protecting both groups, and in the beginning, a lot of oversite and redundancy, because these two groups will have a lot of attention on them, and if they fail this could set back much of the project. Cameras would be everywhere, most you could see but many would be hidden. Perhaps the easiest places to start would be an area that already had at one time been used as a community until a drought made people leave? The first shelters would be pre-built, temporary but very sturdy, with everything needed for life already just waiting to be hooked up. The next set will be of permanent homes that would be built using as much local material as possible. The water purification plant would be one of the biggest, to act as a backup in case of problems with any town for the next 20 towns. While each town would have two sets of water purification plants, the larger one would be constructed to make irrigation water and the smaller one would be used for potable water production. The first town would need to have much more capacity than the next towns as they would be the safety net in case of problems with downstream camps. Because of the harsh environments that are being worked in, it is only water that allows life to exist, so back-up systems would be very important. Two railroad lines, would travel with the water movement camp, giving quick access to both equipment, supplies, and the means to move people from place to place. Most of the power needed would be supplied by solar and wind power, with back-up diesel generators, all would be able to be moved at need! Will problems occur? YES, but preparation, backups, schooling, will all help in keeping problems from arising in the first place, and will help in repairing any that do come up.
