Anything that will directly pay for their keep. That is the beautiful thing about this "plan" The "towns" are not based on everyone making a living by either moving water, silt, farming, or producing products from these endeavors! Once a house is built, there is not a mortgage on the home, it is for those who built it to live in, we all work together as farmers did in the past to start each family off with the requirements for running a successful farm or fishery, or whatever else is needed. Trade between families and others will not be based on money changing hands, but on abilities and effort being used to equal out what everyone will need to move forward. After the basic needs are met those that are better at what they do will be compensated according to those abilities, you grow more fish, more crops, tradesmen whose work is better than others, all will produce money as the excess is sold to the outside world. A scientist whose work is needed but does not produce something that can generate income, if from the "town" will be given a nice place to live, good food to eat, all of the necessary things of life, but will still need to do more than just science. Scientists who come in from outside for whatever reason will need to be able to pay their own way, hopefully by whatever company or university that wants the knowledge that they will have gained from being there, but any knowledge gained will need to be shared with everyone's benefit in mind. Once a family proves up on whatever they do to produce a living then they are made owners of that property with no mortgage that needs to be paid off, but they will still need to help out with the next families who need the same help that those before them had received. This process instills good assets for everyone who proves up on properties that they have been working on for several years. There will be many houses built for those bringing the water forward, as that process moves forward, will be no longer needed to house that population, but will be adapted to other peoples needs whether that is in a farming community or to be used as an intermediate housing for others, What this means is that housing availability may be the limiting factor in how many, people can be moved into these areas, once a constant food source is acquired. Doctors, teachers, tradesmen, all will need to be housed and maintained to keep good people willing to stay, and make life in the "towns" something to be proud of!
