CCXCVI Global Warming and Climate Change} The "Towns" that replenish the glaciers will not be quite the same as those that deal with replanting.

Their main focus, will be the capture of meltwater, this will also include the then distribution downstream of that water only as needed, this will stop much of the flooding that is caused by excess snowpack in wetter than normal winters. and as each winter starts up again that same waters would be sent back uphill onto glaciers where it would be redistributed helping to extend the glaciers for future use, and helping to maintain global cooling by reflecting some of the sun's rays back into space. But if these "town" stoped at that then they would have to charge for doing those things, so they would also need to produce goods and services to offset their management of water, this could include anywhere from running winter activities, such as downhill and cross-country skiing, producing seafood in the dams they will be constructing, and farming where there is suitable land for doing so! The areas in question will more likely be more populated than many of the arid and semi-arid areas that the other "towns" will be working in, meaning that they could be more tension between local populations. More goodwill may be needed in such areas. This could include letting the local population use the dam's created for water activities, and even fishing. By far the largest movement of water to create ice will occur on the continent of Antarctica, because of the frigid temperatures that are found there, almost year-round, anyone who would be willing to work in those conditions would need to be compensated as I can not think of very many ways for such work to produce income, perhaps some tourism Revenue, or a small college, stationed on a pumping platform to teach first-hand training of what does and does not work in such hard working conditions, others may have some better ideas then these for producing income. if not then a fund would need to be set up to off-set the cost that would be associated with this work. If that could not be found then the only thing I can think of is that the non-profit organization would need to use their time working in Antarctica as the time that would have been used for homesteading their private home somewhere else on the planet. Not using the continent of Antarctica for staging more ice on the planet, may come back and haunt humanity in the long run? First, how do scientist's come up with around 50,000 gigatonnes of available carbon left on the planet? Some of the amounts can be directly measured, how much there is in the atmosphere is one of the most researched numbers on the planet! That figure of 415 parts per million equals around 800 gigatonnes of carbon, in the form of carbon dioxide. 560 gigatonnes in plant and animal life are based on both satellite images for how much plant life is on the planet during the year and measurements that were taken by hundreds of people every year all around the planet. How much soil carbon, is taken by averaging soil carbon from all over the globe this amount is said to be 1,500 gigatonnes.
