421 I have tried to break down each action that mankind needs to do to make the "plan" an actuality, but the overall concept is re-terraforming Earth!

I have hesitated to call the "plan" Re-terraforming the planet because of the monumentous design that those words conjure up! Terraforming means to make Earth-like, so yes the "plan" re-makes the atmosphere of the planet back into what it was 3 million years ago, yet with a lot of ice still being staged on the planet, which was not on the planet 3 million years ago. 

    With mankind working together to re-build the temperature-regulating ability of the planet, in as little as 30 years or one generation much of the planet would be well on its way of self temperature-regulation with little additional input needed from mankind. It all comes down to maintaining plant coverage of soils, and the corresponding plant respiration producing increased cloud coverage, to both reduce sunlight being changed into heat and increase "now" consistent rainfall. 

    The "plan" has many aspects to it and they all produce money in the long run, if there is anywhere in the "plan" that producing not enough income to meet the cost of the project it would be in staging ice on Antarctica, but with the right scientific research using the platforms that would be collecting the freshwater to pump deep over the mountain ridges even then a breakeven outcome should be achieved. I would hope that permanent bases could be built on the continent keeping the cost down for the work needed. 

    Today is my 65 birthday, if I do live to 95 I hope that what I have put forth with these words with have been followed, and a better planet will have been designed. One that works for all life on the planet, far into the distant future for by following the "plan" mankind will have given all carbon-based life on the Earth, the chance to continue. Without interference, perpetual motion can not exist, mankind is the only species on the planet that can supply that interference! A worldwide plan of action can solve so many problems facing mankind and the planet, hopefully, we will all come to that same conclusion in a timely manner. 

    Money can be made or money can be spent, the planet's temperature-regulating abilities can be restored, or we can simply reduce greenhouse gases to 1900s levels, mankind can grow and prosper or more billionaires can be made, these are the choices that we can not allow others to make because money for the rich will always win out.     I have never been a big believer in the need for having a state agency give me a certificate saying that I know how to build, yet I have built, in many places around the United States. I have seen some of the very worst construction in those places that have the most regulations in place! Because it always ends up as a way for those who are supposed to be verifying the quality of the construction to get rich by taking bribes! And this is not always so that the builders can cut some corners to save money, it is just that the inspectors have so much power that they can fail someone for any reason, causing the builders so much money trying to get their building passed that it just becomes easier and much cheaper to pay a bribe. Once a bribe is made then the builder can start to make shortcuts to either make up the cost of the bribe, or knowing that now there will not be any oversite. That belief that the more control a governing agency has will always result in a better and safer outcome is a far cry from reality. The "plan" will require quality construction in every aspect that needs to be done, while at the same time keeping all costs to a minimum that can only be accomplished by everyone on the job site understanding how everything works. and that can be done by schooling.
